Primary Duties
This position provides information and technical support on economic and tax revenue matters to the Governor, the Legislature, and other state agencies. Responsible for producing revenue estimates and analyses for all legislative tax. Provides recommendations on tax and fiscal policy issues to the Director and Deputy Director and all of the Executive team. Works with federal, state, and local governmental agencies and other organizations and private groups to provide revenue analysis and to assist in development of tax and fiscal policies.
Oversees the:
• fiscal note and fiscal estimate process,
• preparation of economic and tax revenue studies;
• collection, compilation, and publication of Department and county property tax information;
• compilation and publication of tax revenue information including business income, local tax distributions, and tax collections;
• development and maintenance of computerized models that simulate the state revenue system and the impact of tax alternatives;
• forecasts of all nongeneral fund revenues collected by the Department;
• studies of the Department’s operations for other managers and for quality teams and make policy recommendations based on study findings.
Required Qualifications
A working knowledge of:
• the Washington Revenue Act of 1935, as amended; tax law and regulations; the legislative process and strategic planning.
• management principles; budgeting and budget management; communication techniques.
• economics and statistics; research techniques related to tax modeling and estimation; operations research.
• human resource management; staff supervision; personnel rules and regulations; motivating, mentoring; affirmative action and diversity goals;
Compensation
$82,913 - $103,908 annually, depending on qualifications.

Position: Senior Assistant Director

Primary Duties
As a member of the Executive Management Team, this position serves as the Director's officer over tax policy matters and directs the development and implementation of tax policy on a statewide basis, providing operational input on tax policy issues that may have local, statewide, national, or international impact.
This position's scope and responsibilities are very diverse and broad, covering over 90 different tax programs, multiple groups of stakeholders, impacts to business both within and outside of the state and country, influencing business investment, the economy of the state, the state's financial statements, and the economic well-being of its residents.
In conjunction with the Director, this position is responsible for establishing strategic direction for the administration and enforcement of revenue laws of the Washington State excise tax programs. This position also serves on a six person executive management team that together make final agency financial decisions.
This position manages the day-to-day operations of the agency’s policy divisions and directs the development, administration and implementation of tax policy on a statewide basis. This position directly supervises the Assistant Directors of three divisions:
• Legislation and Policy,
• Interpretations and Technical Advice, and
• Research.
These divisions are responsible for tax policy formulation and communication, data analysis and program research, tax-related legislation and rule-making.
Required Qualifications
A working knowledge of:
• the Washington Revenue Act of 1935, as amended; tax law and regulations and other tax policy documents; the legislative process and strategic planning.
• all aspects of management principles; budgeting and budget management; communication techniques.
• business practices, organization, trends, and developments.
• the agency’s administrative processes for assessing, collecting, processing, auditing, and accounting for state and local taxes and other programs administered by the Department of Revenue.
• human resource management; staff supervision; personnel rules and regulations; motivating, mentoring; affirmative action and diversity goals
Proven ability to:
• effectively work and develop stakeholder relationships in a highly politically charged environment.
• demonstrate strong interpersonal and communication skills.
• work with diverse stakeholders including individual taxpayers, small businesses, major multinational corporations, and legislators.
Compensation
$89,125 –$114,216 annually, depending on qualifications.

Editorial Board Member Wanted
The Real Property Probate and Trust (RPPT) section of the Washington State Bar Association is seeking one LLM student to join the probate and trust side of the editorial board for the RPPT newsletter. The newsletter is published quarterly and distributed to over 2000 members of the RPPT section statewide. It is read by an even wider audience via the RPPT website. The editorial board is responsible for selecting topics, writing articles, procuring authors to write articles, editing work of authors and preparing analysis of recently decided cases that are relevant to the newsletter's readership. Members of the editorial board have an opportunity to meet attorneys from around the state, become active in the leadership of the RPPT section, and develop professional connections with attorneys practicing in the field. The position requires a dedication to practicing in the areas of trusts and estates, a two-year commitment, excellent writing skills and a commitment to attend semi-annual (or more frequent) meetings of the editorial board.
